I had tl reopen this because I have seen what you really meant by it in chatbox.
That is not how fusion works.

You need 1 normal ability active. 
And then you activate Fusion for that ability.
You must specify what Normal ability will be fusion material for your fusion ability.
So it is not fusing two normals. It is one normal plus this fusion.
