Warning levels?

Should Warning Levels be enabled or stay disabled?
Option 1 - Staff Members and Members Only- Only Staff members and the warned member can see the warning.
Option 2 - Everyone- Everyone can see everyone else's warning level.
Option 3 - Warning levels should stay disabled- Even if they are disabled, we WILL still give you a warning level in your custom title or signature if necessary.
NOTE: If you say it should be disabled, then you must say why or it will not be counted as a vote.
