I'm not a natural English, so let me ask you...
"All the mother knows is the highest of marshmallows given to a sibling given is less than 21. How many Marshmellows did each sibling receive?"
Could you explain a little bit? Combo of English and math to me is bad...

What that means is that the mother knows only the highest marshmallows that was given to a sibling. To give solvers a clue, a value of x < 21 was given (x = highest marshmallow). So, the highest amount of marshmallows that the mother gave to a sibling is with a range of 1 to 21.
